Announcements from the Chairman, Leader, Members of the Cabinet and the Head of Paid Service Minutes: Leader of the Council The Leader reminded Members that the State of Ashfield Debate was due to take place the following week, Thursday 8 December, to discuss the current Cost of Living Crisis. Lots of guests had been invited and Members were encouraged to attend to enable the issue to be thoroughly debated and to proactively find solutions for supporting Ashfield’s residents through the next few, difficult months.
Chief Executive The Chief Executive welcomed Councillor Nicholas Parvin to the Chamber as the new Member for Hucknall Central Ward following the By-Election on 23 November 2022.
Executive Lead Member for Licensing, Environmental Health and Regulatory Services The Lead Member took the opportunity to congratulate the Council on the success of the Hucknall Christmas Lights Switch On event which took place on 30 November 2022. It was very well attended, and the Rotary Club did a splendid job in supporting the event. |

Questions from the Public From Gavin Richards:
“I would like to ask the leader of ADC and CEO why they are renting out the Watnall Road Council Offices to a Commercial Profit Making organisation (Sports Gateway) for a severely discounted fee - just covering utilities bills. How does this meet fair market value you should be seeking for rents and is this type of deal available to all commercial businesses? Who specifically signed this deal off and can you be sure there is no conflict of interest?” Minutes: In accordance with Council Procedure Rule 11, the following question had been submitted by Gavin Richards:

Due to the fact Mr. Richards was unable to attend the meeting, the Chairman read out the question in accordance with Council Procedure Rule 11.7.
The Leader of the Council, Councillor Jason Zadrozny, addressed the Chamber and advised that he would be responding to the question in writing. |

Minutes: Council was requested to consider and approve the changes to political balance and Committee membership seats following the Hucknall Central By Election held on 23 November 2022.
RESOLVED that a) the overall allocation of seats by group, as detailed in Table A of the report, be noted;
b) the allocation of seats on Committees detailed in Table B of the report, be also noted;
c) Councillor Nicholas Parvin be appointed to sit on the Chief Officers’ Employment Committee.
During consideration of this item, the meeting was adjourned at 7.16pm and reconvened at 7.20pm.
Councillor Tom Hollis joined the meeting 7.15pm and Councillors Chris Baron and Lauren Mitchell left the meeting at 7.16pm. |

Interim Review of a Single Polling Place PDF 364 KB Minutes: Council was requested to approve the commencement of a public consultation exercise regarding the relocation of one polling place in the Sutton Central & New Cross Ward, due to the possible future unavailability of an existing venue. RESOLVED that a) the draft recommendations set out in this report for public consultation, be approved;
b) the findings of the consultation exercise be reported back to Council in February 2023. b) |

Minute No. CA.34 Cabinet, 8 November 2022 Funding Update
RESOLVED that a) subject to Department for Levelling Up, Housing and Communities (DLUHC) approval, an amendment be made to the Capital Programme values for the Towns Fund and Future High Streets Fund schemes as outlined in the Cabinet report;
b) following receipt of the funds, it be agreed that Section 106 monies be included on the capital programme, again as outlined in the Cabinet report. b) (During consideration of this item and in accordance with the Constitution and the Members’ Code of Conduct, Councillor Dave Shaw declared a Non-Registrable Interest in relation to his current membership of the Mansfield and Sutton Astronomical Society (Sherwood Observatory).
