Minutes:

Prior to consideration of the listed applications and in accordance with Council Procedure Rule 4 [Order of Business], the Chairman advised that she would be amending the order of the agenda and considering Application V/2024/0099 as the next item of business.  Members concurred with this course of action.

 

1.   V/2024/0099, Ms M Mcculloch, Outline Planning Permission With Some Matters Reserved For 1No Three Bedroom Detached Dwelling, Land Off Munks Avenue, Hucknall

 

Jamie Hastie, as an Objector, took the opportunity to address the Committee in respect of this matter. As per the agreed process, Members were then offered the opportunity to clarify any points raised during the submissions as required.

 

It was moved and seconded that conditional consent be granted as per the

officer’s recommendation contained in the report, subject to the addition of the following condition:

 

Condition

Notwithstanding condition 1 the reserved matters shall include details of protection measures for the existing hedges and trees on and adjacent to the site.

 

(During consideration of this application, Councillors Jamie Bell and Arnie Hankin arrived at 9.03am and 9.18am respectively.  Having arrived aftercommencement of the ensuing discussion and in accordance with paragraph 9.1(e) of the Code of Conduct and Procedures in respect of the Planning Services, both Members were required to abstain from voting on the application.)

 

 

2.   V/2024/0168, Ashfield District Council, Substation Installation, Ashfield District Council, Urban Road, Kirkby in Ashfield

 

It was moved and seconded that conditional consent be granted as per the

officer’s recommendation contained in the report.

 

(In accordance with paragraph 9.1(e) of the Code of Conduct and Procedures

in respect of the Planning Services, Councillor Lee Waters, having returned to the meeting after commencement of the ensuing discussion, was

required to abstain from voting on the application.)

 

 

3.   V/2024/0155, Ashfield District Council, Conversion of Derelict Shale Pitch into Football Grass Pitch, Sutton Lawn, Lawn Lane, Sutton in Ashfield

 

a)    it was moved and seconded that conditional consent be granted as per the officer’s recommendation contained in the report, in principle, subject to the following conditions:

 

  1. Prior to the commencement of development the developer shall apply to the Local Highway Authority for a Traffic Regulation Order, and submit for approval to the Local Planning Authority a scheme for its implementation, to ensure on-street parking is appropriately managed at the junctions and turning areas at Penn Street and Gresham Close. The approved scheme shall be implemented prior to the pitch being brought in to use.

 

  1. Prior to the hereby approved development being brought in to use, details shall be submitted to and approved in writing by the Local Planning Authority in relation to the number, type and location of litter bins to be provided near to the proposed pitch / Public Rights of Way.

 

b)    delegated authority be granted to the Assistant Director for Planning, in consultation with the Planning Committee Chairman and the Executive Lead Member for Growth, Regeneration and Local Planning to approve the application accordingly (with the proviso that the application be resubmitted back to Committee for further consideration should the TRO application to the County Council be unsuccessful.)
