The Chairman introduced himself and asked the Committee Members, Officers and those parties present to introduce themselves.

 

In attendance were Jane Dean (Liberal Club Secretary), Alan Sault (in support of the Liberal Club Secretary) and Amanda Stevenson (Review Applicant).

 

The Chairman and Legal Officer explained the procedure to be adopted throughout the duration of the hearing.

 

The Licensing Manager then proceeded to outline the application for review of a club premises certificate. 

 

The Chairman then invited the Review Applicant, Amanda Stevenson to put forward her concerns in relation to the running of the licenced premises to the Sub Committee.  Following this and in accordance with adopted procedure, the Liberal Club Secretary, the Sub Committee Members and the Legal Officer were offered the opportunity to ask questions of the Review Applicant for the purposes of lucidity and further explanation.

 

The Liberal Club Secretary was then invited to put forward to the Sub Committee her response to the concerns raised by the Review Applicant.  Following this and in accordance with adopted procedure the Review Applicant, the Sub Committee Members and the Legal Officer were offered the opportunity to ask questions of the Premise Club Secretary for the purposes of lucidity and further explanation.

 

At this point in the proceedings the Liberal Club Secretary, with agreement from all present at the meeting, circulated an aerial photograph of the premises site for clarification.

 

Finally, the Chairman invited the Review Applicant and Liberal Club Secretary to sum up their respective cases.

 

The Chairman and Members of the Sub Committee then withdrew from the hearing in order to deliberate upon the review application and representations made in respect of it.

 

The hearing was adjourned at 11.05am.

 

The Chairman and the Sub Committee Members subsequently returned to the room and the hearing was reconvened at 11.23am.

 

The Legal Officer advised that following deliberations, the Sub Committee Members had agreed to adjourn the meeting to enable further investigations and evidence gathering to take place, prior to a decision being made.  Working with the Council’s Environmental Health Team, four weeks of testing via noise recordings would be facilitated with the Review Applicant to enable further evidence to be collected and considered.

 

UPDATE

Following further testing of noise/disturbance levels from the Review Applicant’s property, it was ascertained that no further action would be required and therefore the Sub Committee would not be required to reconvene to finalise proceedings.

 

RESOLVED

that having considered the review application and further submission of noise recordings from the Review Applicant’s property, it be noted that no further action is required.
