Teversal Community Centre and Recreation Ground (Teversal Grange) (Charity Number 522310) Additional documents:
Minutes: The Director of Legal and Governance presented the report and firstly gave Members some background to the history of the Teversal Grange site. Following protracted and extensive negotiations with appointed representatives for the Teversal Grange Clubs over the previous 6 years, the Council was now in a position to consider in principle, a transfer of the Teversal Community Centre and Recreation Ground (Teversal Grange) Trust site over to a new charity named the Teversal Sports and Recreation Trust.
Committee Members acknowledged that should a recommendation be made to Council that transfer of the site be agreed in principle, further work would need to be undertaken to transfer land ownership and title of the site and to solve some technical and ownership issues with the Coal Mining Charity (CISWO). Delegated authority was also being sought to enable officers to progress the matter in a timely manner to avoid any unnecessary hold ups going forward.
It was noted that the report had been well received by the Teversal Grange Advisory Committee at its meeting held on 14 June 2022.
RESOLVED that a) the detailed update, outlined in the report, be received and noted;
b) in respect of land described as Teversal Social Welfare Centre, Carnarvon Street, Sutton-in-Ashfield (shown as “A” on Appendix 2), Council be recommended to grant delegated authority to the Director of Legal and Governance and the Service Manager, Commercial Development in consultation with the Chairman of the Charities Committee, to negotiate, agree terms and finalise the disposal of land, in principle, to Teversal Sports and Recreation Trust;
c) in respect of land described as land lying to the North East of Fackley Road, Teversal, being 3.62 acres (shown as “B” on Appendix 2), Council be recommended to grant delegated authority to the Director of Legal and Governance and the Service Manager, Commercial Development in consultation with the Chairman of the Charities Committee, to negotiate, agree terms for the removal of the restriction with the Coal Authority and to finalise the disposal, in principle, to Teversal Sports and Recreation Trust;
d) in respect of land described as land to the South East of Teversal Grange Complex, Carnarvon Street, Fackley Road, Teversal, being 0.95 acres (shown as “C” on Appendix 2), Council be recommended to grant delegated authority to the Director of Legal and Governance and the Service Manager, Commercial Development in consultation with the Chairman of the Charities Committee, to negotiate, agree terms for the removal of the restriction with the beneficiaries of the restriction and to finalise the disposal, in principle, to Teversal Sports and Recreation Trust;
e) Council be recommended to grant delegated authority to the Director of Legal and Governance and the Service Manager, Commercial Development to secure public access rights to the Council’s retained land as part of any potential future land transfer to the Teversal Sports and Recreation Trust;
