In accordance with the Council’s Policy for dealing with late matters in relation

to planning applications, (Minute No. D4.17, 1993/94 refers), officers proceeded to give a verbal report as to additional comments received in relation to the application as follows:-


Following publication of the report, the applicant had submitted a management plan which illustrated how the property would be managed on a day-to-day basis including but not limited to, details regarding tenant selection and behaviour, waste collection and property behaviour.


David Bradshaw, an objector and James Cross, the applicant, took the opportunity to address the Committee in respect of this matter. As per the agreed process, Members were then offered the opportunity to clarify any points raised during the submissions as required.


It was moved and seconded that the application be deferred to enable further discussions between Planning officers and the applicant in respect of the following:


1. The submission of a more comprehensive management plan.

2. A reduction in the number of bedrooms at the property.

3. Potential to apply a 'personal' permission to the operator of the premises.

4. Amendments to boundary treatments.

It was moved and seconded that conditional consent be granted as per

officer’s recommendation.
